Bill Payment Assistance Resources
Below are federal, state and utility-based programs not affiliated with
Oregon HEAT that provide bill payment assistance for low income Oregonians.
American Indian Energy
Information: A website designed to network American Indian Energy
Issues and Information
LIEAP
(Low-Income Energy Assistance Program).
A federally funded program that provides assistance paying electric and
natural gas utility bills and purchasing bulk fuels (heating oil, propane,
pellets and wood). The funds are targeted for subsidizing winter heating
costs of low income households. Assistance is delivered as a once-a-year
credit to utility accounts or payment to bulk fuel provider. Eligibility
is determined by household income.
OEAP
(Oregon Energy Assistance Program). OEAP is funded through a charge
paid by Pacific Power and Portland General Electric customers and is available
only to customers of those utilities. The funds are targeted for low-income
households at risk of disconnection. Assistance is delivered as a once-a-year
credit to electric utility accounts. Eligibility is determined by household
income.
GAP
(Gas Assistance Program). GAP is funded through donations from NW
Natural customers and shareholders. The funds are targeted for low-income
households at risk of disconnection. Assistance is delivered as a once-a-year
credit to NW Natural accounts. Eligibility is determined by household
income.
OLGA
(Oregon Low-Income Gas Assistance). OLGA is funded through a charge
paid by NW Natural customers and is available only to customers of NW
Natural. The funds are targeted for low-income households at risk of disconnection.
Assistance is delivered as a once-a-year credit to NW Natural accounts.
Eligibility is determined by household income
Warm Oregon –
a site dedicated to helping Oregonians keep warm while saving money and
energy!
Winter
Help. Winter Help is funded through donations from Cascade Natural
Gas customers. The funds are targeted for low-income households at risk
of disconnection. Assistance is delivered as a once-a-year credit to Cascade
Natural Gas accounts. Eligibility is determined by household income.
Project
Share. Project Share is funded through donations from Avista customers.
The funds are targeted for low-income households at risk of disconnection.
Assistance is delivered as a once-a-year credit to Avista accounts. Eligibility
is determined by household income.
LIRAP: (Low-Income Rate Assistance Program). LIRAP is funded through a
charge paid by Avista customers and is available only to customers of
Avista. The funds are targeted for low-income households at risk of disconnection.
Assistance is delivered as a once-a-year credit to Avista accounts. Eligibility
is determined by household income.
EWEB
(Eugene Water and Electric Board). EWEB has several programs to assist
low-income customers with utility bills, energy education and weatherization.

Weatherization Programs
There are federal, state and utility funded programs that provide weatherization
services at no cost to low income households. Measures may include the
following:
· ceiling, wall, and floor insulation.
· minor home repairs.
· energy conservation education.
· cold air infiltration reduction.
· furnace repair and replacement.
· heating duct improvements.
Weatherization of a home can dramatically improve comfort and reduce energy
costs.

of Energy -- Find information about residential tax credits, rebates
and links to activities for kids. The agency also administers the State
Home Oil Weatherization (SHOW) program, which serves Oregon households
that heat with oil, wood, propane, kerosene or butane. It offers a free
home energy audit, rebates and a low-interest loan for weatherization
and heating measures.
